Homosexual Propaganda Such As This May Soon Be Banned In Russia

The Duma, Russia’s equivalent of The House Of Commons, has passed a bill banning Homosexual Propaganda and I am finding this somewhat confusing. It’s not a totalitarian government passing homophobic legislation that is messing with my head though. I have personal experience of that.

Margaret Thatcher’s government passed The Local Government Act (1988) after all. Section 28 of this act stated that any local authority “shall not intentionally promote homosexuality or publish material with intention of promoting homosexuality.” It also said it was illegal to “promote the teaching in any maintained school of the acceptability of homosexuality as a pretended family relationship.” So far, so Fascist.

The thing about the Russian situation that is really making me scratch my head is this : what the fuck is Homosexual Propaganda? Is it a poster of two men standing on a tractor gazing purposefully into the distance and thinking about the Five Year Plan while one of them gives the other one a reach around? Or is it a moodily monochrome Graham Norton gazing out of the window of an aeroplane and surveying his light entertainment kingdom in the style of Leni Riefenstahl’s “Triumph of the Will”? After much soul searching, I’ve come to the conclusion that the reason I can’t pin down a definition of Homosexual Propeganda is that it doesn’t exist.

Homosexuality isn’t a religion. There’s no recruitment program. Gays and lesbians do not knock on your door when you are trying to eat your tea so they can read you badly out of context extracts from The Naked Civil Servant. Homosexuality is just another fact of life, so why shouldn’t it be discussed in schools? When a teacher tells young children about addition and subtraction, that’s not Maths Propaganda. When the children are older and they learn about the existence of electrons, they are not absorbing Physics Propaganda. There aren’t little picket lines of Positive Holes demanding equal – but opposite – rights with electrons. (Little physics joke there. If you’re not part of the “physics posse”, don’t worry about what Positive Holes are. They don’t really exist and are just a cheat to make the maths easier).

Britain has had a long and winding road to the degree of acceptance we have towards homosexuality now. A degree of acceptance which is still nowhere near what it should be in what is ostensibly a civilised country.  The Sexual Offences Act 1967 decriminalised sex between consenting men in private provided they were both over 21. Presumably this was to prevent older men preying on teenage boys at an age when sexuality tends to be quite fluid and experimental. The idea seemed to be that, by time you are 21, you know what you like. Though how you are meant to adequately determine this without actually having sex is just another thing that I’ve not been able to work out.


Since 1967 there have been marches and campaigns and protests and now the age of homosexual consent is 16, at parity with the age for heterosexual consent. Though, as Ricky Gervais has pointed out, the marches and rallies were not exactly bursting at the seams with 16 year olds. In fact, they mainly populated by Peter Tatchell in a variety of different wigs. (And if you weren’t previously aware of it, yes, that really is a photo of Ricky Gervais, when he was in a band called Seona Dancing).

He is a movement in himself Peter Tatchell, a veritable one man band. So much so that it’s amazing he finds time to have sex with anyone but himself. An activity that many people wish on him on a daily basis.

But Russia is not this far along the process yet. It legalised homosexuality in 1993, so it would appear that Russia is about where we in Britain were in 1988. Or maybe a bit further along. I’ve seen footage of Gay Rights protesters been set upon by their fellow young Russians. It’s unacceptable violence, of that there’s no doubt, but it’s very unenthusiastic violence. They’re all wearing Dr Who style sandshoes rather than Dr Marten’s boots, and they look like they’ve been nagged into it by their mums.

“Dimitri, go out and beat up some homosexuals, there’s a good Vitch”

“Aw Mum, do I have to?”

“If you want extra helpings of borscht and vodka for afters, you do.”

“Oh, all right then.”

And bear in mind that the Russians are far more efficient than we are, so I’m sure they’ll get round to doing the decent thing far quicker than we have. The Russians do love their children too after all.
